Under the Kyoto Protocol, the UK has a legally binding target to reduce emissions of six key greenhouse gases (including CO2) by 12.5% relative to the 1990 level over the period 2008 to 2012. It also has a domestic goal to cut CO2 emissions by 20% below 1990 levels by 2010.
The UK is not on track to meet its domestic or Kyoto target on greenhouse gas emissions.

While UK CO2 emissions have fallen 19% since 1970, these are expected to start to increase again from 2005. This is caused by a 89% increase in CO2 attributable to transport since 1970, a growth expected to continue.
Despite UK industry having reduced CO2 emissions by 48% since 1970, the UK's consumption of fossil fuels is likely to increase with increasing energy demands and decreased use of nuclear power for electricity production.
